The government authority in Providence, Rhode Island is seeking a vendor to provide arbitrage rebate compliance services. The selected provider will be responsible for assessing all outstanding bond issues to evaluate current arbitrage compliance and determine future needs.
Key responsibilities include performing bond yield calculations, excess investment earnings (rebate) calculations, and computing yield reduction amounts for restricted funds. The vendor must issue comprehensive and professional reports identifying arbitrage amounts annually through the fiscal year-end (August 31), and at five-year intervals on bond anniversary dates.
Additionally, the provider will support IRS-related tasks by documenting that calculation results comply with the 1986 Rebate Provisions, assisting staff with IRS inquiries, and preparing all necessary reports and IRS forms for any required federal payments. The contract also requires expert consultation on arbitrage matters and assistance with retaining relevant records for at least six years after the final maturity of each bond issue.
