Applicant Tracking System

A public entity in Florida is seeking proposals from qualified vendors to provide a cloud-based Applicant Tracking System (ATS). The desired solution should support deployment as either a stand-alone ATS or as an integrated platform with Candidate Relationship Management (CRM) functionalities. Key objectives include improved sourcing and advanced search capabilities, streamlined candidate status tracking, efficient onboarding management, and targeted communication with talent pools via email or SMS. The system should centralize job advertising efforts, enabling one-click posting to major job boards such as Indeed and ZipRecruiter, and present all application data within a unified dashboard for recruiters and hiring managers.

The ATS must be delivered as a Software-as-a-Service (SaaS) solution, hosted by the vendor, providing 24/7 availability (except during scheduled maintenance) and mobile responsiveness compatible with current web browsers. Integration with Skyward HR/Finance is required for the seamless transfer of requisition, candidate, and employee data. The solution must scale to accommodate seasonal peaks without performance loss.

Core requirements include advanced candidate search (full-text, Boolean, and filtered searches), a unified applicant database, segmented talent pools based on roles or skills, centralized applicant dashboards, and configurable recruitment workflows. Additional features should include automated email-based reference checks and collaboration tools tailored to specific job families or union/contract requirements. All questions relating to the RFP must be submitted by February 16, 2026.
