Annual Financial Statement Audit Service

Coachella, CA is seeking a vendor for annual financial statement audit services covering three fiscal years, with an option to renew for two additional years.

Qualified auditors with sufficient governmental accounting and auditing experience
Firm must be in continuous operation for at least five years
No employee or official of the District may have a financial or other interest in the firm
Firm must not have been disqualified by any public agency from participation in public contracts
Company must be licensed to practice in California
Company must be independent in fact and appearance
Company must not have provided non-audit services that impair independence
Audit must be performed in accordance with generally accepted auditing standards (GAAS) and Government Auditing Standards (GAS)
Working papers must be retained and available for no less than seven years
Audit must cover three fiscal years ending June 30, 2026, 2027, and 2028, with an option for two additional years (2029 and 2030)
Report package must include Basic Financial Statements, Footnotes on Summary of Significant Accounting Policies, Auditor’s opinion, Report on Compliance and Internal Control, Required Supplementary Information, Schedule of Findings and Recommendations, Status of Prior Year Findings and Recommendations, Management Discussion and Analysis, Statistical Section, and Required Communications to the Board of Directors
Audit must include preparing and electronically submitting the Special Districts Financial Transaction Report to the State Controller’s Office within 110 days after fiscal year end
All reports must be provided in electronic format to the Agency
Auditor may be expected to attend a full board meeting to present the audit report and review communications (Zoom attendance acceptable)
Proposals must include a Financial Statement Audit Information Sheet, Transmittal Letter, Fee Schedule, and Contact Person information
Proposer must describe organization size and operations (local, regional, national, international)
Proposer must state office location for work and number of professional staff by level
Proposer must describe range of activities performed by the office (auditing, tax service, management services)
Proposer must indicate technical approach, including estimated hours by staff level and on-site time for manager/senior staff
Proposer must list professional staff assigned to project, indicating staff levels, governmental experience, and knowledge of GSBA standards (OPEB, Pension liability reporting)
Proposer must provide references for municipal or local government audit clients for the last two years
Proposer must identify at least two clients with successful GFOA ACFR applications
Proposer must describe peer review systems (internal/external) and frequency, and furnish most recent evaluation opinion if external
Proposer must clearly indicate request for local preference if applicable

Proposals must be submitted on or before April 24th, 2026, at 5:00 PM
Successful proposer must confirm written acceptance of terms within 10 days of notification
Any contract modification requests must be included with the RFP response
