The City of Grandview, Missouri seeks annual audit services for fiscal year 2026–2027, with possible renewals for four years.

Proposals must be received by April 9th, 2026, 1:00 P.M. CST.
Proposals must be sealed and marked 'Annual Audit Services'.
Submit one original bound copy and one electronic copy (USB flash drive in PDF format) of the proposal.
Proposals must be submitted on District forms.
Respondent must be a firm of certified public accountants.
Audit must be conducted under the supervision of a licensed Certified Public Accountant experienced and knowledgeable in Missouri school district auditing.
All assigned key professional staff must be properly licensed to practice in Missouri.
Senior field auditor must have 3-5 years actual experience supervising a school district audit and be on-site during the audit.
Respondent must demonstrate efforts to keep staff current in the industry and governmental organizations.
Provide names, titles, addresses, and phone numbers of at least two school district clients audited in the last two years.
Respondent must have an existing engagement with at least five other school districts.
Respondent must not have a record of substandard work and must disclose any enforcement action in the past three years.
Respondent must have met requirements for continuing education and peer review as defined by the Missouri State Board of Accountancy and Government Auditing Standards.
Assurance of continuity in audit staff during the contract term (1 year + 4 optional years).
Comply with Missouri Revised Statute 285.530 regarding Federal Work Authorization Program ('E-Verify').
Submit a signed Federal Work Authorization Program Affidavit.
Submit Company Identification Form, signed by an officer.
Submit a Table of Contents.
Submit a Letter of Transmittal, signed by an authorized individual.
Submit an Executive Summary.
Submit Company Résumé and Personnel Commitment, including résumés of committed personnel.
Submit References and Experience, including a minimum of five references, most recent peer review report, and any letters of comment.
Submit Proposed Time and Price forms for FY 2026-2027, FY 2027-2028, FY 2028-2029, FY 2029-2030, and FY 2030-2031.
Submit Proposed Engagement Schedule.
The audit scope includes financial, transportation, attendance, food service, and federal and state program records.
The audit must conform to Missouri State Statutes, DESE requirements, the Single Audit Act, OMB Circular A-133, and District Board Policy.
The audit must be conducted in accordance with generally accepted auditing standards and Government Auditing Standards.
All audit reports must conform to the current GASB reporting model.
Provide a 'To be Prepared by Client' listing at least four weeks prior to interim and final fieldwork.
Provide tentative drafts of all reports to the Assistant Superintendent and Controller prior to final preparation.
Draft annual audit confirmation letters for District approval and signature.
Provide guidance with the District's completion of financial statements, supplementary schedules, schedule of expenditures of federal awards, and related notes.
Provide the final Audit Report to the District not later than November 30th (electronic PDF and three bound copies).
Provide a Management Letter to the Grandview C-4 Board of Education not later than November 30th (electronic PDF and three printed copies).
Prepare a condensed Statement of Revenues, Expenditures and Changes in Fund Balances for local newspaper publication.
Retain all audit work papers and reports for a minimum of five years.
No part of the audit, except printing, may be subcontracted.
A presentation to the Board of Education is required prior to December 15th of the audit period.
Provide three bound copies and an electronic Adobe Acrobat PDF version of the completed audit report prior to the presentation.
