DESCRIPTION


The State of California is soliciting proposals from qualified vendors to provide a comprehensive Alert and Warning System (AWS) that supports the Integrated Public Alert and Warning System (IPAWS) and its full range of functionalities. The AWS must be capable of sending alerts and notifications to various devices, leveraging IPAWS features such as Wireless Emergency Alerting (WEA), the Emergency Alert System (EAS), and Non-Weather Emergency Messages (NWEM), all utilizing the Common Alerting Protocol (CAP).

The implementation of this system aims to enhance public safety and emergency preparedness by ensuring timely and effective communication during emergency situations and daily operational needs. Goals for this initiative include fostering interagency collaboration, strengthening community engagement and awareness, leveraging advanced technologies for precise targeting of alerts, and promoting operational efficiency and accountability.

Key objectives include deploying a user-centric AWS, integrating redundancy and resilience, developing scalable and customized notification capabilities, and advancing GIS and mapping features to support situational awareness. The system must be able to deliver multiple message formats simultaneously across a variety of communication channels, including but not limited to voice calls to hardline phones, mobile devices, and VoIP devices; SMS text messages; email messages; electronic changeable message boards; and video messages to enabled wireless devices and emails. The result will be improved alerting response times, enhanced accessibility and inclusivity, as well as comprehensive system monitoring and accountability.
