The government authority in Richmond, Virginia seeks a vendor to conduct a comprehensive study on the sustainability of its current Alcohol Safety Action Program and the related network of local alcohol safety programs. The selected firm will support the commission by convening and coordinating a work group of staff and external stakeholders, and will offer expertise in research, analysis, facilitation, and the preparation of detailed reports.
The study will thoroughly review the long-term sustainability of the program’s structure and funding, including undertaking a comparative analysis of funding and governance models used by similar intervention programs in other states. The work will include assessing program fee structures, funding sources, and potential alternative mechanisms to strengthen financial sustainability.
In addition, the study should evaluate and recommend the minimum standards and criteria required for effective implementation and operation of local programs. This includes determining appropriate staffing structures, oversight requirements, and accountability mechanisms at both the local and statewide levels, along with establishing recommended funding levels to ensure program effectiveness.
