DESCRIPTION


A Maryland agency is seeking information from vendors regarding an Airborne Anti-Terrorism and Border Security Signals Intelligence (SIGINT) system. The proposed system will be mounted on an agency-provided aircraft and should be capable of operating at altitudes up to 7,000 meters. Its primary functions will include detecting, locating, and intercepting a range of communication devices, such as push-to-talk (PTT) radios, satellite phones, and cellular phones. Intercepted signals must be received, demodulated, decoded, and deciphered, with all detected devices displayed in real-time on a digital terrain map.

Technical requirements include the ability to identify and locate PTT radios within a frequency band of 20MHz to 3GHz, supporting various analog and digital modulation types and frequency steps as selected by the user. The system should target both fixed-frequency and frequency-hopping networks and simultaneously monitor multiple target nets. For satellite and cellular phones, the system must offer geolocation and interception capabilities, including the ability to determine caller and device identifiers such as PSTN, IMEI, and IMSI. The system should detect cellular base transceiver stations (BTS) and identify Absolute Radio-Frequency Channel Numbers (ARFCN), accommodating devices from various service providers.
