The government authority in Houston, Texas is seeking a vendor to provide aging emergency response services designed to help older individuals remain independent and safe within their own homes. Emergency response services will be delivered through an electronic monitoring system specifically intended for functionally impaired adults who live alone or are socially isolated in the community.
The required system must feature 24-hour, seven-day-a-week monitoring capabilities, ensuring that the appropriate responder or service agency is notified and can act promptly in the event of an alarm. Vendors must be willing to sign a release statement allowing responders to make a forced entry into a participant’s home if necessary, to respond to an activated alarm call when no other means of entry is available. Services are not intended for individuals residing in skilled institutions, personal care homes, foster care settings, or other environments with available 24-hour supervision.
All questions regarding this RFP must be submitted by April 13, 2026.
