DESCRIPTION

The issuing organization is seeking professional planning, community engagement, economic development, implementation strategy, marketing, and design consulting services to update the 2016 Africatown neighborhood plan into a comprehensive, implementation-oriented master plan. The selected consultant will work with the organization, its agents and consultants, the Africatown Steering Committee, residents, businesses, community organizations, institutional partners, government agencies, and other stakeholders.

The consultant will lead a collaborative and culturally responsive planning process and develop an inclusive community engagement strategy. The work will include assessing facilities, infrastructure, mobility, public realm conditions, open spaces, community assets, and related needs; identifying necessary improvements; and preparing conceptual recommendations, design concepts, or project descriptions. The consultant will also collect and analyze perception data through surveys, interviews with businesses and key stakeholders, and public meetings.

The assignment will identify regulatory, infrastructure, market, ownership, financing, organizational, environmental, and other barriers to implementation, while recommending practical mitigation strategies. Findings and recommendations will be compiled into a clear, usable, implementation-ready master plan to guide future capital projects, public-private partnerships, community initiatives, funding requests, and investment decisions. A pre-bid meeting is scheduled for October 21, 2026, and questions are due by October 14, 2026.
