DESCRIPTION


The selected vendor will provide consulting services to guide the strategic plan process for an Affordable Housing Plan and Investment Strategy. Responsibilities include reviewing existing affordable housing strategies and plans, such as Forever Home, as well as analyzing housing market data and supplementing it with additional data gathering as needed. The consultant will also review land use and zoning plans, both existing and in development, to ensure alignment with the housing strategy.

The scope of work requires connecting previous strategies and plans with new recommendations, culminating in a comprehensive Affordable Housing Plan and Investment Strategy. A critical aspect of the process is engaging with the community and key stakeholders, including individuals with direct experience of housing insecurity, to gather feedback on the draft plan. The effort will build upon recent community engagement and data analysis around affordable housing issues. A pre-bid meeting is scheduled for March 24, 2026, and all questions must be submitted by March 20, 2026.
