The State of Connecticut is seeking a vendor to provide Affordable Care Act (ACA) consulting software and related services. The selected provider will supply qualified software solutions for eligibility tracking, cost and risk modeling, unintended impact monitoring, compliance reporting, and ongoing support. Services include an online tool capable of aggregating data from multiple time and labor reporting systems, including for employees with multiple roles, and assisting with the administration of various measurement, administrative, and stability periods as required under the ACA.

The vendor will also provide consulting services to support the State in ACA reporting and compliance, assisting in fulfilling all obligations under the Act. The solution must collect relevant human resources, payroll, time and labor, and health plan enrollment and eligibility data from state PeopleSoft HRMS systems and third-party administrators, encompassing retirees, COBRA beneficiaries, and Partnership Plan employer groups. Provisions for electronic delivery of form 1095-C or integration with the PeopleSoft self-service module are required. Additional responsibilities include real-time identification of potential compliance issues, provision of training, ongoing data management, reporting, administration, compliance support, and ensuring secure website access using current technology.
