The State of Arkansas is seeking a vendor to provide comprehensive advertising, social media marketing, and campaign services for a Statewide Highway Safety Media Plan. This includes the development, execution, and management of an annual, research-based, strategic marketing plan targeting highway safety and public education to encourage safe behavior on roadways.
Responsibilities involve coordinating and implementing media communications, producing and placing radio, television, magazine, and newspaper advertisements, as well as designing and producing brochures, annual reports, posters, feature articles, and news releases. The contractor will manage statewide earned and paid media public awareness campaigns and maintain a robust social media presence. Website hosting, redesign, and the identification of new campaign efficiencies and message integration are also required.
Additional campaign development may focus on critical areas such as motorcycle safety, aggressive driving, distracted driving, pedestrian and bicycle safety, and teen driving safety awareness. Each campaign must incorporate paid and earned media, partnerships, production, testing, placement, and comprehensive evaluation. A diverse mix of strategic activities—including sponsorships, promotional materials, digital initiatives, and grassroots outreach—should generate high public awareness, support High Visibility Enforcement mobilization efforts, and sustain core campaign messages year-round.
