DESCRIPTION
A request for proposals has been issued for advertising and printing services. Requirements include that materials must be published within the county from a recognized office of publication, bear consecutive dates and numbering, and be regularly issued for news of a general and public character at defined intervals (such as daily or weekly).
The publication must not be designed primarily for advertising, free circulation, or circulation at nominal rates, and should maintain a bona fide list of paying subscribers. Furthermore, it must have been admitted as second-class mail matter in the United States for at least one year as of the date of the bid.
