DESCRIPTION


The government authority in Pennsylvania is seeking a vendor to provide and implement an Advanced Metering Infrastructure (AMI) system for its natural gas services. The scope includes the deployment of a hybrid AMI network solution to ensure 100% network coverage, incorporating both an AMI Field Area Network (FAN) and a Head-End System (HES). The selected vendor will supply all necessary equipment, software, and services to deliver reliable billing and interval reads from customer meters. This encompasses network infrastructure, installation, gas AMI endpoints, and ultrasonic gas meters, as well as AMI-ready index and endpoint retrofits.

Integration services are required to link the AMI head-end system with other business-critical applications. Vendors must provide ongoing managed services from a proposer-operated remote Network Operations Center, supporting a hosted AMI solution. The infrastructure must feature robust physical, operational, and data integrity safeguards, including secure timekeeping, diagnostics, inventory tracking, barcode labeling, and compatibility with multiple networks. The solution should support comprehensive metering functions such as accurate consumption measurement, interval data storage, advanced environmental sensing, remote configuration, diagnostics, and resilient data transmission.

Additional optional capabilities include advanced scheduling, register management, over-the-air updates, granular time-based consumption tracking, and customized program management. The AMI system should deliver software and services for long-term retention, validation, estimation, and editing of meter reads, alongside analytic tools for data utilization and integration with core business systems. The system must enable prioritized business use cases and demonstrable operational benefits through AMI data and functionality. A mandatory telephone conference for bidders will be held on April 7, 2026, and questions must be submitted by March 25, 2026.
