SUMMARY

California seeks a vendor for a district-wide advanced metering infrastructure system, including hardware, software, and integration with SAP and field systems.

DESCRIPTION

California is seeking a qualified vendor to implement a district-wide Advanced Metering Infrastructure (AMI) system. The project scope includes the deployment of an AMI data collection network that achieves comprehensive coverage, the supply and installation of AMI-compatible water meters and registers, and the provision of AMI radio transmitters for all accounts. A fully functional AMI meter data collection software solution is required, encompassing analysis and meter data management capabilities.

The AMI system must be fully integrated with both the district’s SAP billing platform and its field work order system. Key integration milestones will be established during the design, programming, acceptance, and testing phases. The selected vendor will be responsible for data exchange and synchronization between their head-end AMI management software, other meter data management systems, and customer portals. Additional features include mobile data collection software, development and testing environments for system software changes, and support for standard data communication protocols such as Meter Exchange Protocol and MultiSpeak.

The system should support management of meter readings, including the option to accept manual readings and account notes. The contract period will extend for two years. A non-mandatory pre-proposal conference is scheduled for December 18, 2025, and all questions regarding the project must be submitted by January 8, 2026.
