The government authority in Geneva, Illinois is seeking a vendor to provide comprehensive adult training and education services to individuals who are unemployed, underemployed, or displaced from employment. The selected provider should deliver programs that facilitate the development of skills, training, and supportive services necessary for participants to achieve sustainable employment.

Respondents must outline specific outreach, engagement, and service strategies for populations including individuals with physical, intellectual, developmental, or behavioral health disabilities requiring accommodations, as well as those involved with the criminal justice system who may experience barriers to employment. Services must also address the needs of individuals lacking stable housing or those at risk of homelessness, offering additional supportive mechanisms to enable participation in training and employment initiatives.

Programs are expected to be comprehensive and customer-centered, assisting participants in obtaining employment that aligns with regional labor market demand. The approach must include objective assessments of participant needs and goals, and provide coordinated education, training, and work-based learning experiences that lead to measurable skill gains, credentials, and employment outcomes. The intended contract period will last for one year, with all questions regarding the RFP due by April 1, 2026.
