The State of Illinois is seeking a vendor to provide a comprehensive Adult Education Management Information System. The selected system must fulfill all requirements for producing tables and reports necessary for submitting Title II data to the Office of Career Technical and Adult Education (OCTAE). Additionally, the vendor is responsible for continually monitoring OCTAE guidance and policy updates, ensuring the system is modified in a timely manner to remain compliant, and providing the State with necessary guidance regarding any reporting changes.
Key functionalities of the system should include robust data validation through business rules, diagnostic checks, and dashboard alerts, as well as advanced cohort tracking for adult learners. The system must support interoperability with external data systems to facilitate required data matching, and be capable of managing multiple NRS-approved assessments such as TABE and CASAS. Historical records of class and program enrollment—including detailed start and end dates—must be maintained for tracking and trend analysis purposes. Furthermore, the MIS should auto-calculate exit dates per National Reporting System requirements and track attendance, distinguishing between direct instructional hours and distance learning hours.
