Adobe License Services

Seeking a provider for enterprise-level Adobe subscription licenses under a one-year contract in Texas.

Accept a purchase order as the method of payment
Bid on all items
Maintain firm prices for the entire contract term
Be an authorized Adobe partner/reseller and provide proof of authorization
Provision all licenses under the appropriate Adobe ETLA structure and assign them under Tarrant County's Adobe Admin Console organization
Prohibit substitutions of Adobe licensing part numbers, product editions, SKUs, or support levels without prior written approval
Ensure all Adobe products delivered are genuine, new, and fully compliant with Adobe licensing and ETLA standards, prohibiting grey-market or region-restricted licenses
Meet minimum insurance requirements: Workers' Compensation/Employer's Liability ($500,000) and Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate)
Provide Certificates of Insurance in duplicate and file with Tarrant County Purchasing Agent and Budget and Risk Management Department
Provide 30 days written notice to Tarrant County for cancellation or any major change in insurance coverage
Name Tarrant County and its officers, employees, and elected representatives as an additional insured on all applicable coverage policies
Waive subrogation against Tarrant County, its officers, employees, and elected representatives for injuries, death, property damage, or any other loss covered by insurance proceeds
Ensure any subcontractors performing work under the agreement have the required insurance coverage
Agree to warranty terms regarding price, products, safety, and no infringement
Certify that the bidder is not on the Federal Government's list of suspended, ineligible, or debarred entities
Comply with HB 1295, Government Code 2252.908, and provide the 'Certificate of Interested Parties' Form 1295 within 10 business days of notification of pending award
Certify that the vendor does not boycott Israel and is not engaged in business with Iran, Sudan, or any foreign terrorist organization (Texas Government Code Section 2252.152, 2271.002)
Certify that the vendor does not boycott energy companies (Texas Government Code Section 2276, 2274.002)
Certify that the vendor does not discriminate against firearm and ammunition industries (Texas Government Code Section 2274.002)
If personnel access Tarrant County Data or secure areas, they may be required to undergo a fingerprint-based Criminal Justice Information Services (CJIS) Background Check, Human Resources Criminal Background Check, or Sheriff's Criminal Background Check
Provide employee information for background checks
Maintain passing background check status for personnel for the duration of the contract
If providing an IT hosted or cloud solution, protect the confidentiality, integrity, and availability of all Tarrant County Data
Notify Tarrant County of unauthorized access to Tarrant County Data within 48 hours of discovery
Ensure all Tarrant County data remains in the 48 contiguous United States
Allow Tarrant County the right to audit vendor data centers or receive SSAE 16 SOC Type II audits
Provide three references, preferably from Government customers, verifying performance for similar size and scope projects

The selected vendor will be responsible for providing Adobe enterprise-grade, manufacturer-supported subscription licenses for various Adobe software products. This includes the ETLA Adobe Acrobat Pro DC Enterprise Term License, ETLA Adobe Creative Cloud Single App Edition 4 with Premium Stock Enterprise Term License, ETLA Adobe Express and Firefly Enterprise Term License, and ETLA Adobe ColdFusion Enterprise Term License.

All questions regarding this RFP must be submitted no later than March 24, 2026. The contract will be awarded for a period of one year.
