The agency is seeking a consultant to perform a structured accessibility assessment of its digital assets in alignment with Americans with Disabilities Act (ADA) and Web Content Accessibility Guidelines (WCAG) Title II requirements. The consultant will begin by reviewing and confirming the agency’s Digital Asset Inventory, documenting scope boundaries and any exclusions. Subsequently, a comprehensive evaluation will be conducted of in-scope assets, which may include public-facing websites, subdomains, online forms and transaction systems, native mobile applications (iOS and Android), multimedia content (both live and prerecorded), and a representative sample of digital documents such as PDFs, Word, Excel, and PowerPoint files.
Throughout the project lifecycle, the consultant will perform multiple automated accessibility scans, including an initial baseline scan to determine the current accessibility state, intermediate scans to validate ongoing updates, and a final validation scan to ensure remediation of critical and high-priority issues. The engagement is assessment-only, requiring detailed documentation and reporting such as an executive summary, user impact descriptions, and comprehensive reports of findings. Tasks include project planning and management, requirements assessment to identify gaps and risks, baseline and intermediate scans, and final verification of resolved issues. The contract period will be one year.
