The agency seeks a consultant to conduct a comprehensive Americans with Disabilities Act (ADA) Web Content Accessibility Guidelines (WCAG) Title II assessment of its digital assets. The selected consultant will review the agency's Digital Asset Inventory, confirm findings, and document scope boundaries and exclusions.
The assessment covers public-facing websites and subdomains, online forms and transaction systems, native mobile applications (iOS and Android), multimedia content (live and prerecorded), and representative digital documents such as PDFs, Word, Excel, and PowerPoint files. The engagement requires multiple automated and manual accessibility scans across all confirmed in-scope digital assets throughout the project lifecycle: an initial baseline scan, intermediate scans to validate updates or changes, and a final validation scan to confirm that all priority issues have been resolved.
Deliverables include an executive summary of the agency's overall accessibility posture and risks, user impact descriptions, documentation of gaps and conflicts, and detailed assessment reports. The contract period is one year. Questions must be submitted by May 5, 2026.
