DESCRIPTION


The government authority in Detroit, Michigan seeks a qualified vendor to develop a comprehensive Activity-Based Travel Model Improvement Plan and to modernize, re-estimate, calibrate, validate, and fully implement the next-generation Activity-Based Travel Demand Model (ActSim 2.0). The selected consultant will facilitate structured engagement with agency staff, local stakeholders, and peer Metropolitan Planning Organizations (MPOs) to identify system gaps, data requirements, and viable approaches for upgrading the existing model.

Key tasks include developing essential datasets for resident model estimation, assembling calibration and validation targets using agency-provided travel surveys and observational data, and implementing recent ActivitySim enhancements. The vendor will estimate and calibrate passenger travel models utilizing the latest household survey and observational datasets.

Additional tasks involve calibrating both long-haul and short-haul commercial vehicle travel models based on recent data, modernizing the modeling platform via TransCAD, and ensuring high-quality multimodal assignment calibration and validation. The contract also calls for comprehensive systemwide validation and scenario-based sensitivity and reasonableness testing on the full regional travel model.
