The government authority in Torrington, Connecticut seeks a vendor to provide Activate Main Street Planning Study Services. This project involves developing a comprehensive brownfield remediation and redevelopment strategy to promote downtown development, with integration into the conservation and development planning process.
The vendor will be responsible for conducting review, analysis, and strategic planning for transit-oriented development opportunities associated with the rail line and potential future expansion of commuter and freight operations. The study will be coordinated with other city initiatives such as the cultural district, downtown development, north end neighborhood association enhancements, and creative economy developments.
Additional tasks include developing a 2030–2040 brownfield remediation and redevelopment strategy, performing a detailed market analysis to identify economic trends and opportunities in the downtown district, and supporting the establishment of a professionally managed main street program and possible business improvement district.
