The Defense Information Systems Agency (DISA) and Defense Information Technology Contracting Organization (DITCO) at Scott Air Force Base, Illinois, have announced their intent to negotiate a sole source contract with ABS Digital Solutions, LLC for the renewal of a subscription to ABS Nautical Systems human resources software. This renewal is specifically for the United States Navy Military Sealift Command (MSC), covering the period of performance from May 01, 2026 through April 30, 2027.
ABS Digital Solutions, LLC is currently identified as the only provider capable of meeting all required products and services under this contract. The procurement is conducted under the statutory authority permitting other than full and open competition due to the unique requirements that only this supplier can fulfill. Interested companies who believe they possess the capability to meet these requirements are encouraged to submit a written capability statement within 7 days of this notice. All responses will be reviewed in the determination of whether to issue a sole source purchase order.
