A law enforcement agency is seeking a vendor to supply a portable, survey-grade 3D crime scene scanning and reconstruction system. The system must include both hardware and software capable of producing highly accurate, evidentiary-grade scans and models for comprehensive crime scene documentation and reconstruction.
The solution must fully support evidentiary standards, ensuring all products—such as scan data, renderings, and models—meet Daubert and Frye admissibility requirements. Seamless integration with existing agency software is required, and the system must facilitate operation and data storage exclusively on local servers, without any cloud or third-party hosting. All data, processing records, revision histories, and related information must remain entirely under agency control.
Additional requirements include support for embedding notations, metadata, and still photographs within 3D models. The system should be highly portable and supplied with a durable carrying case. Use cases encompass crime scene reconstruction, blood pattern analysis, and shooting reconstruction. Questions regarding this solicitation must be submitted by November 12, 2025.
