DESCRIPTION

A government authority in Austin, Texas is seeking a vendor to provide statewide evaluation services for the 21st Century Community Learning Centers (21st CCLC) program. The selected vendor will examine the impact of the 21st CCLC grant program on student outcomes and prepare reports on both federally required Government Performance and Results Act (GPRA) metrics and state SMART goal performance metrics.

The contractor will assess sustainability planning efforts and the implementation of sustainability strategies among current and former grantees, as well as conduct a comprehensive literature review on the influence of afterschool programming on student outcomes. The scope of work requires managing multi–year qualitative and quantitative evaluation research, conducting rigorous quantitative analyses (including quasi–experimental analyses), and producing thorough reports grounded in robust methodologies with actionable recommendations. Reports must be visually appealing, include data visualizations, comply with Section 508 accessibility standards, and be written in language accessible to non-specialists.
