DESCRIPTION


The city is seeking a vendor to provide comprehensive 2050 Community Plan services. The scope includes designing and implementing an innovative, multilingual outreach strategy to engage residents, property owners, businesses, and key stakeholders at both citywide and neighborhood levels. The Public Engagement Plan must identify and prioritize various audiences, such as renters, youth, seniors, small business owners, Village stakeholders, transit riders, and underserved communities (including those differentiated by language, income, race/ethnicity, or disability status). Outreach strategies are expected to incorporate culturally competent partners, multilingual materials and interpretation, and events throughout the community.

Additionally, the project requires the development of an Integrated Mobility, Transportation, and Parking Element to be included in the Circulation Element. This should feature a comprehensive, citywide integrated mobility plan, a robust parking utilization study, and an effective parking management strategy. The final deliverable should be a web-first product, leveraging modern digital planning formats such as fully webpage-based plans, stand-alone microsites with interactive features, and online documents optimized through platforms like enCodePlus or Konveio.
